Voting Reform Amendment

This motion formalises the rights of members for online voting and replaces quorums with voting thresholds in the Constitution.

KCSU Notes:

1. While the standing orders have been altered to reflect the permanent transition to online voting implemented after the Online Voting Motion was passed in February 2021, these changes have not been reflected in the KCSU Constitution.

2. There are additional inconsistencies between the Standing Orders and the Modus Operandi of the KCSU and the Constitution when it comes to voting.

KCSU Believes:

1. Since the constitution states that the constitution supersedes the standing orders, making online voting constitutional requires amending the constitution.
2. Online voting is critical to allowing greater access to elections for all students and makes the KCSU more democratic and more representative of the wishes of the KCSU Membership.

KCSU Resolves:

1. To amend the Constitution to reflect the changes in voting that have taken place in the KCSU, specifically:
2. Amend Section III, Article 4, Clause A to read: “Speak and propose motions at its Open Meetings and vote on motions afterwards, save that the chair of the Meeting may not take part in the debate or vote except in case of a tie.”

3. Amend Section III, Article 4, Clause B to read: “Stand and vote in its elections, in accordance with processes of checking eligibility in the Standing Orders.”
4. Amend Section IV, Article 2 to read: “KCSU shall call at least two Open Meetings in Michaelmas and Lent Term and one in Easter Term, to which all Members are invited.”

5. Amend Section IV, Article 3 to read: “Standing Orders may be created and amended by a two-thirds majority voting in favor of a motion after an Open Meeting; the voting threshold shall be at least 30 Members and at least two day’s notice of any proposed changes shall be given to all Members. Notice of any changes to the Standing Orders shall be given to the College Council.”

6. Amend Section IV, Article 4 to read: “Policy may be created and amended by Open Meetings and any other democratic means as provided for by the Standing Orders. After Open Meetings, Policy may be changed by a simple majority voting in favor of a motion; the voting threshold shall be at least 25 Members.”
7. Amend Section VIII, Article 1 to read: “Amendments to this Constitution shall only be adopted when both passed by a two-thirds majority after an Open Meeting and approved by the College Council. The voting threshold

for the Open Meeting vote shall be at least 30 Members and at least one week’s notice of any proposed changes shall be given to all Members.”
